79% of healthcare tech and product leaders cite limited budget as their top blocker. Yet the real constraint isn't money—it's solving the wrong problems. Our research reveals the framework that changes this.
We have worked with a lot of healthcare related clients over the years. And we started noticing some patterns. Just as we do with clients, we wanted to test assumptions, and embarked on an original research project. Test Double surveyed healthcare technology and product leaders about investment priorities, operational blockers, and how they measure success.
We conducted qualitative interviews with industry subject matter experts, and incorporated initial quantitative survey results.

The findings reveal a pattern: 84% increased AI spending while 79% cite limited resources as their top barrier. Organizations are treating symptoms—not solving root causes. And they’re continuing to hit blockers that make it harder to solve those complex problems holistically.
Healthcare technology leaders face increasing pressure to deliver more with less. Based on original survey data and expert interviews, this report identifies the three root causes behind recurring technical and product problems.
We also provide a practical roadmap for moving from symptom-solving to an outcome-focused technology strategy. The end goal is solving healthcare software challenges holistically to drive business outcomes that matter.
